BC Organisations Decry Reduction in Panchayat Reservations BC JAC calls November 25 a “dark day”; demands withdrawal of GO 46: Jajula Srinivas Goud
Hyderabad (Same Day): Several Backward Class (BC) organisations in Telangana have strongly criticised the State government for what they termed a “systematic dilution” of BC reservations in the forthcoming gram panchayat elections. At a media conference held at Somajiguda Press Club on Tuesday, leaders of more than 60 BC caste associations accused the government of reneging on its earlier commitment to implement 42% reservations for BCs in local bodies.
BC JAC Chairman Jajula Srinivas Goud, addressing the media, described November 25—the day the election schedule was issued—as a “dark day” for BC communities in the State. He alleged that the latest reservation pattern, framed under GO No. 46, had politically marginalised BCs by reducing their share to just 18%, far below the promised 42%.
Significant reduction in seats...
Mr. Goud stated that, out of 12,760 gram panchayats, over 5,300 seats should have been reserved for BCs had the 42% quota been implemented. “Under the present notification, only about 2,500 seats have been earmarked for BC communities. Compared to the 2019 elections, nearly 600 BC sarpanch positions have been eliminated,” he said.
Citing district-wise examples, he noted that Nalgonda, which had 164 BC-reserved panchayats earlier, now has only 140, reflecting a substantial decline. He warned that close to 800 BC sarpanch leadership positions may be lost across the State.
“Not a single BC-reserved panchayat in 30 mandals”
The JAC further alleged that 30 mandals in the State have no BC-reserved panchayat at all, while in nearly 80 mandals, only one or two seats have been allotted. Mr. Goud claimed that the reallocation of hundreds of BC-reserved panchayats to the general category was an “attempt to weaken BC political representation”.
Demand for withdrawal of GO 46...
Calling GO 46 a “political noose” around BC rights, the JAC demanded its immediate withdrawal. “The government’s method of rotation has been used to systematically cut down BC influence in local governance,” Mr. Goud said, adding that both the Congress and the BJP had “failed to safeguard BC political rights”.
Protest programmes announced...
Despite the election schedule being issued, the BC JAC announced that its agitation would continue.

“BCs across Telangana will intensify protests until the State implements the 42% reservation promised in the past,” Mr. Goud asserted.
Among those who participated in the meeting were Gujja Krishna, Kundaram Ganesh Chari, Kulkacherla Srinivas Mudiraj, Thatikonda Vikram Goud, Kanakala Shyam Kurma, Ditti Mallayya, B. Mani Manjari Sagar, Kavula Jagannatham, Perika Suresh, Vemula Ramakrishna, Varikuppala Madhu, Tharakashwari, Venkatesh Goud and several other representatives of BC caste organisations.
