Revanth Reddy Government Committed to Raising Muslim Quota to 10%, Says Shabbir Ali

Senior Congress leader and Advisor to the Telangana Government, Mohammed Ali Shabbir, has said that Chief Minister A. Revanth Reddy is committed to enhancing the reservation quota for Muslims from the existing 4 per cent to 10 per cent once the process of securing a 42 per cent quota for Backward Classes (BCs) is finalised.

Speaking to residents after Friday prayers in Erragadda during the Jubilee Hills by-election campaign, Mr. Shabbir Ali said the Revanth Reddy-led Congress government was pursuing a policy of “empowerment through representation.” He stated that the proposal to expand Muslim reservations would be supported by findings from the recently concluded caste survey, which revealed that more than 10 per cent of Telangana’s Muslim population belonged to the BC-E category and continued to face economic and educational deprivation.

“When the previous Congress government during the reign of YSR introduced the 4 per cent reservation for Muslims in 2004–05, it transformed the lives of over 20 lakh poor families. Chief Minister Revanth Reddy now aims to build upon that legacy by ensuring that every disadvantaged Muslim family receives fair access to education, employment, and state opportunities,” he said.

Mr. Shabbir Ali emphasised that the Congress’s commitment to social justice went beyond political appeasement. “The 42 per cent BC quota and the proposed 10 per cent Muslim quota are about rightful representation, not appeasement. The Congress believes in extending empowerment to those who have historically been denied their due,” he asserted.

Accompanied by Government Whip A. Srinivas and other party leaders, Mr. Shabbir Ali conducted door-to-door campaigning across several divisions in Erragadda, appealing to voters to support Congress candidate Naveen Yadav. The campaign, which drew a strong public response, particularly in minority-dominated areas, focused on the Congress government’s record of inclusive development and welfare initiatives implemented over the past 20 months.

He said the Revanth Reddy government had already taken steps to restore confidence among marginalised communities through transparent recruitment, greater minority representation in state institutions, and the revival of neglected welfare bodies. He cited the appointment of qualified professionals from minority backgrounds to key administrative and legal posts as evidence of the government’s inclusive approach.

Contrasting the Congress’s record with that of the previous BRS administration, Mr. Shabbir Ali said that while the BRS had promised 12 per cent Muslim reservation, it had “reduced it to a symbolic 3 per cent in practice.” He alleged that minority welfare allocations were slashed and several institutions, including the Telangana Minorities Residential Schools, were left underfunded.

“This fight is not just about one election—it is about ensuring justice for the poor and dignity for the under-represented,” Mr. Shabbir Ali said. “With the support of the people, the Congress government will make the 10 per cent Muslim quota a reality.”
